Tracking BEAD Funding Allocations with the CostQuest Broadband Funding Layer

For broadband providers, knowing exactly what federal dollars are flowing into your service footprint, and where, is essential to making confident expansion, investment and customer acquisition decisions.

CostQuest's Broadband Funding Layer, part of the Broadband Fabric ServiceLandscape Dataset, makes that visibility possible. Understanding how that data is structured — and what information it shows you across all reporting states — starts here.

The Broadband Equity, Access and Deployment (BEAD) Program is reshaping the broadband landscape across the United States, directing billions in federal funding to internet service providers (ISPs) to connect unserved and underserved locations. As states accelerate through their BEAD program timelines, tracking which providers won awards, and precisely where, has become increasingly complex and hard to update.

To address that challenge, CostQuest developed a dedicated Broadband Funding Layer, sourced from the FCC National Broadband Funding Map, to deliver a centralized, bi-weekly updated view of locations and awardees receiving federal broadband funding at the address-level, so you can access the most current data as states release it.

Key Takeaways:

  • 3,070,139 total BEAD locations mapped so far across 47 reporting states
  • 2,377,443 locations matched to identified providers (provider_id linked to FRN and DBA name)
  • Biweekly data refreshes keep pace with state award announcements and Fabric updates
  • Location_id-level granularity enables true competitive analysis, not just state or hex-level summaries
  • Available now in CostQuest's Broadband Fabric ServiceLandscape Dataset — and coming soon to Trueverra

Rapid Growth in BEAD Data Coverage

When CostQuest first released our newest federally funded commercial product in late March 2026, 26 states had BEAD data reflected on the map. As of May 16, that number has grown to 47 states and continues to expand.

As new versions of CostQuest’s Fabric data are released and the post-“Benefit of the Bargain” round adjustments are made, tracking which locations remain part of the BEAD Program becomes increasingly important.

Providers must understand how changes on the map affect BEAD funding eligibility and competitive positioning. The Broadband Fabric ServiceLandscape data provides a platform to analyze awarded locations at the address-level, identify coverage gaps, and conduct competitive analysis all in one place.

About the Funding Layer & Why BEAD Awardee Matching Matters

Granular, reliable awardee data is at the heart of what makes this dataset valuable.

The funding layer provides location_id-level detail, including the provider_ids of BEAD awardees, to give you a clear picture of the ISPs and addresses receiving BEAD awards.

Here is an example of the BEAD program data in the Fabric's Broadband Funding Data Layer:

CostQuest Broadband Fabric - BEAD Funding Locations and Awardee Data

This example shows location_ids, location details (lat, long, primary address, etc.), the funding program these locations fall under (in this example, BEAD = 79), and the provider_ids that were awarded funding for these locations in the awardee list column.

Provider_ID key to see the provider brand names of the BEAD funding awardees.

A connector file is included with the output data to make it easy for you to match the provider brand name to the BEAD awardee's provider_id.

This level of market visibility is critical for competitive analysis: providers can identify new market entrants backed by federal dollars, assess how awards affect their existing service areas, and adjust expansion plans accordingly.

This funding intelligence becomes even more actionable when paired with CostQuest's BDC Coverage Layer, also within the ServiceLandscape data, which links provider_id to FRN and DBA name for a complete view of the exact location_ids and addresses within ISP's network footprints.

A State-by-State Look at the BEAD Awards Location Data

BEAD funding will reshape provider footprints over the next few years across every state in the United States. Following the deployment progress and where the gaps are isn't just useful context; it's the foundation for any serious expansion or competitive strategy.

The table below offers a state-by-state breakdown of:

  • Total BEAD locations
  • Locations tied to identified existing ISPs
  • Locations attributed to provider_id = 1* (unmatched ISP awardees)

Across all reporting states, more than 3 million BEAD locations have been mapped so far, with approximately 2.3 million linked to known providers.

Stay ahead of BEAD changes

BEAD funding will continue to evolve, and so will the data. As new state BEAD awards are announced, provider matches are refined, and Fabric versions are updated, the competitive broadband landscape will shift.

Providers that rely on static, outdated, and aggregated location information risk making expansion, investment, and customer acquisition decisions based on an incomplete and broad picture of current market reality.

CostQuest is committed to delivering the most complete, current view of broadband funding activity available. With biweekly updates, Fabric-level location detail, and integrated provider matching, the Broadband Funding Layer provides ISPs with the exact intelligence needed to eliminate guesswork and guide broadband plans with confidence.

Other Notes

*Understanding Provider_id = 1 in the BEAD Funding Data

In the funding layer, some of the Broadband Funding Map award records list a provider as provider_id = 1.

This occurs when the submitting agency was unable to match the awardee to a provider in the FRN/Provider ID list published via the Broadband Map. This can happen when:

  • The provider is a new market entrant that has not yet filed BDC data.
  • The agency was unable to accurately match the funding recipient to an existing ISP.

The volume of provider_id=1 records is expected to diminish over time. That information will gradually be incorporated into CostQuest's Broadband Fabric ServiceLandscape dataset.
