States need to manage awarded ISPs with varying risk profiles and reporting formats across multiple projects, geographies, and thousands of location IDs, which is difficult to standardize and govern consistently.

States must both manage grants responsibly and ensure the timely disbursement of funds to ISPs to keep projects moving and deliver on time. Disbursement requests get delayed when milestone documentation is incomplete or doesn’t match state requirements.

States must deliver timely BEAD progress updates to their stakeholder communities, but program data, status and visibility often live in disparate systems and inaccessible formats.

States must file Semiannual Reports (SARs) to NTIA, which requires broadband offices to aggregate data across ISP projects while also reconciling and categorizing Fabric changes, neatly packaging the information to meet NTIA reporting requirements.
